Incoming Emails do not show up in CRM Online 2016??

The outgoing email works with the user profile being set to server side sync but the incoming emails don't show up.  I tried setting the user profile for incoming emails to both server side sync and the Outlook plugin - both don't seem to have them show up....

User profiles have had "Approve Email" pressed as well.

Manually tracking an email via the Outlook plugin does work.....   Does anyone know what might be the cause of incoming emails not tracking? 

Emails are being sent from directly within CRM (via the email activity) but the responses do not show up in CRM!
