Cant Mail Merge when CRM Opportunity is "Closed"

We have CRM 2016, mail merge works great when an "opportunity" is open. But once we closed the opportunity we cannot "Mail Merge" anymore. The "Mail Merge" button goes away on the top bar. Is there a way to re-enable that?
