Server Side Sync Breaks Appointment Sync

I have been dealing with this issue for a week now.  looks to be an SSS issue. 

Workflow is triggered by input of date in an Opportunity

 - workflow runs

 - appointment is created

 - appointment only syncs to User that created the Opportunity

 - Organizer = Opportunity Created by

 - Owner = Team or Opportunity Created by (tried both ways)

the appointment is never sync'ed for the other user no matter which user triggers the workflow the appointment will only sync with the User that created the opportunity

If I turn off SSS and use Outlook Sync all works perfectly. This leads me to believe it is NOT a sync filter or an organizer issue.  It is an SSS issue
