User does not have send-as privilege

Hi,

I have a custom workflow assembly. The function of the custom workflow assembly is to create an email and send to respective user.

The from parameter user has the right to send email but still I am receiving the error message that user does not have privilege.

Note: In settings, the check box for "Allow other Microsoft CRM users to send email on your behalf" is already marked.
