CRM not prompting to download log file on error

Hi,

We are getting access denied error while creating campaign. But in the error message there is no option to download the log file. Without the log file we are finding difficult to trace the exact privilege which is missing. But in other environment we are getting the error prompt along with the download log file. Please help.
