Exporting Users using Configuration Migration Utility

Hello,

We are in the stage of packaging our customizations in Dynamics CRM Online 2016 & importing the package to a Sandbox environment for testing. Currently we dont have any User's in the target instance.

We are planning to export the Users from the source instance using Configuration Migration Utility which is part of SDK. Is this a good practice or is there a better way to do this? Or should we just create new Users in the target instance?
