Add NULL in "to" - send email on workflow

Hi,

i have a problem in Dynamics crm 2016.

I created a workflow with "send email" step, define the "to" list and save the WF.

after i opened again the "to" option i noticed that the CRM ALWAYS add a NULL to the list (see attached).

Is anyone familiar with this problem?
