Automatic Record Creation Rules :: Dialog-ConversionScenario

Hello,

I am trying to use the OOTB feature 'Automatic Record Creation and Updates Rules' to automatically create a custom entity record from a custom activity.  For some reasons the rule I setup fails to create a record.  When I inspected the system job instance created, the condition 'Dialog-ConversionScenario equals[1]' was never met.

Does anyone know what might be causing this condition to be evaluated to something else besides 1?  Not much information on this out there and I appreciate any help I could get.

BTW, I'm using CRM Online 2016 Update 1.
