User should only see accounts based on filter

Is it possible to, like with security roles only display accounts where I am the owner, display accounts for a user based on a filter?

We have the scenario that we have a user who should just see accounts from this region (it is possible to filter by customer number and a custom field).

Is there a possibility to achieve this?
