Can we open html webresource as slideout panel

Hi

Can we create a slide out panel in CRM?

I  mean can we open a html page as slide out panel in CRM?

Requirement, I want to customize content on ?(Help) window, but when I used custom URL, help page is opening in new window/Tab. But I want that custom URL to open as OOB help window which opens from right side slide out panel.
