Make javascript web-resource available everywhere in crm

Hi, all.

I am using MS CRM 2016 On-Premises. I want to include js script, for example XrmServiceToolkit at application level, to make it available at different forms and grids.
I want to do it once, not to include it to every form manually, and to have a result for multiple entities grids, and forms.
Is this possible, to include it at AppplicationRibbon level?
Or is there any other way?
