Unified Service Desk: Missing "Popup Notification" USD Component Type

Hello, 

I am trying to follow the steps in the link below, but the "Popup Notification" is not an option for USD Component Type. According to MSFT Documentation, the Popup Notification hosted control type was introduced in the 2.2 release -- our USD version is a later one, and our Dynamics is v9.1

Could someone help me see what I'm missing.
