Custom Dashboard for each system user by passing 'User' parameter

Hello All,

We have created a custom dashboard which displays two charts & two lists ( views ), showing all cases and orders owned by the logged on User.

We now have a requirement where in, any User of the CRM system should be able to items on Dashboard of any other User.

So I am looking at possibility of having a page where logged on User can Search for a specific user in the system ( A search box ) & generate Dashboard for that selected User. Is it possible to write a plug-in to take the parameter 'User' and generate this dashboard?
