Time is appearing wrong on reports

I have the below issue:

1. the datetime field  is 21 october at 1 pm on the crm form
2. on the report it is appearing 1 pm which is correct
3. i have another date time field 24 October on 1 PM on the crm form
4. On the report it is appearing 12 pm which is incorrect
5. the daylight time saving is going to change on 29 October and not on 22 October
6. The report is being retrieved from filtered view so assuming it should calculate correctly the time
7. both field in point 1 and point 2 exist in the same record

Any advise on how to solve it
