Duplicate Detection Issue CRM 2015

Hi,

I am facing duplication detection error again. However, the workaround or solution I have mentioned there is not working anymore. https://communit.dynamics.com/crm/f/117/t/282495

Trying to figure out what is going on wrong with our environment. Duplicate detecting settings from Data Management and duplicate detection from entity level are already turned off. What else am I missing on this?
