Figuring out licensing for using Dynamics CRM as an external Service Desk application

We are using Dynamics CRM On-Premise (2016) and would like to make use of the Unified Service Desk 2.0 plugin.

Our only concern is licensing: we currently have 200+ clients and each client has, on average, 2 accounts that they use to submit Issues to our internal Service Desk system. If we were to create Essential-type accounts in CRM for each of those Service Desk accounts, we would have to pay 200x2x15 = 6000$ per month for the licenses.

So, given our requirements:

1) Use Unified Service Desk 2.0 for Dynamics CRM
2) Have 400 external accounts that can read, edit and create Unified Service Desk Cases

What licensing option can we use? Like I've mentioned above, we would certainly NOT like to pay $15 per month per each Service Desk customer, which is the current minimum payment per CRM user.
