contact preferences - set to allow

I would like staff to be able to change the contact preferences in contact records from "do not allow" to "allow" but i get the message that only administrator rights can do that.

Is that correct? Do I need to give the staff I trust to do this full blown admin security roles? Is there not a privilege I can update on another role?

If not then perhaps give them permission to run a dialog that will then run in my name to make this change?
