CRM Appointments not syncing to Outlook client in 2016 version

Hi,

I am using CRM 2016 update 1 app with outlook version 8.0  . Some of  users have complained about CRM appointments not syncing to Outlook.  I have looked at the Sync filter that comes as standard install (My Appointments) and see that it filters where Party= Current User and Participation Type DOES NOT EQUAL Owner.  

The Outlook filter doesn't seem logical to me and is certainly excluding appointments from syncing.  

It is this last clause that is causing the problem i.e Participation Type DOES NOT EQUAL Owner.

What is the significance of participation type? 

Should it sync my CRM created appointments to outlook  if i am the owner of appointment ?
