Sending email to the every 10 th phone call record

Hello Team,

I have a requirement where I have to send an email to contact whenever a 10 th phone call record is created.

Can this be created through workflow or plugin? I am assuming that this can be created through workflow but how do I send an email to every 10 th person.

Any help or guidance in achieving this will be highly appreciated.
