WebResource not updated when importing managed solution

Hello everyone,

Is there a good reason why a WebResource would not update when I import a solution from DEV environment to TEST? This is a managed solution . 

I tried everything I thought about: clear cache, iisreset on server, restarting both server and client... The WR is still in its old version.
