Cannot qualify lead to opportunity

Hello,

We are having issues with qualifying leads to opportunities. When a user tries to qualify a lead the user gets an error that he does not have the sufficient permissions to qualify a lead.

Security settings are as following:

All settings for the security role for the entities Account, Lead and opportunity are set to business unit level.

If an admin tries to qualify a lead it works fine.
